Grant Research Conditions 

When CIRPD partners with other funding agencies, please refer to specific conditions related to the competition in question.

  1. Grant recipients shall exercise due diligence in undertaking and pursuing the supported project, recording the research performed, expending grant funds, and implementing and disseminating the results.
  2. The funds provided for a grant are based on approval, in whole or in part, of the project objectives and personnel categories presented in the application. No significant changes in project objectives or personnel shall be made without the prior approval of the Canadian Institute for the Relief of Pain and Disability.
  3. The project must be started within six months of the grant being offered unless prior written permission for an extension has been given by CIRPD.
  4. Grant recipients and their organizations are responsible for observing all accepted Canadian Ethical and safety guidelines as published in the: MRC Guidelines on Research Involving Human Subjects; MRC Guidelines for Research on Somatic Cell Gene Therapy in Humans; MRC Laboratory Safety Guidelines; Integrity in Research and Scholarships; and the guidelines of the Canadian Council on Animal Care or US equivalent conventions.
  5. Grants of $10,000 or less will normally be paid in 2 equal installments minus 10% holdback described below. Larger grants will normally be paid in four equal, quarterly payments per grant year in advance, to the grant recipient’s organization subject to receipt by CIRPD of a one page Quarterly Project Update. Failure to file reports may result in the suspension in disbursements. Alternate payment schedules may be authorized by CIRPD on an individual basis. Any interest earnings should be applied towards the expenses incurred by the organization in the administration of the grant.
  6. The CIRPD will hold back ten (10) percent of the funds awarded under an operating grant until the Project Outcomes Questionnaire and final financial statement have been received.
  7. The grant recipient is required to maintain a ledger and supporting documentation of expenditures incurred against the grant. The ledger will be made available for inspection, on request, to an authorized representative of CIRPD. It is the recipient’s responsibility to ensure that the funds are expended appropriately for the specific purpose expressed in the approved project budget.
  8. The CIRPD will not be responsible for any expenditures over and above the approved amount of the grant or for any contractual agreements entered into by the applicant.
  9. Any tax liability resulting from a grant being issued will be the responsibility of the grantee or his/her organization.
  10. Grant funds should be expended during the specified grant period. Legitimate expenditures may be incurred for an additional three months only. Any unspent funds must then be returned to CIRPD. Requests to extend the grant period may be considered by CIRPD.
  11. Authorization to extend the grant period must be requested not less than two months in advance of the end of the grant period.
  12. Three percent (3%) of the total operating grant, to a maximum of $2,000, may be used for travel to conferences to present research results derived from the operating grant. Expenditures for attendance without formal presentation is not permitted.
  13. No changes to the type of major equipment authorized for purchase (items in excess of $10,000) shall be made without the prior approval of CIRPD. The purchase of equipment not requested in an approved application is not permitted.
  14. The commitment to purchase equipment authorized under a major equipment grant must be finalized and a purchase order issued within six months of the effective date of the grant. A major equipment grant may not be used to cover the costs of equipment purchased prior to the closing date of the competition in which the grant was awarded.
  15. Equipment purchased with CIRPD funds becomes the property of the grant recipient’s organization and can only be transferred with the agreement of both CIRPD and the organization concerned.
  16. The grant recipient must inform CIRPD in writing of any other funding (source and amount) obtained to support the same project within thirty (30) days of receipt of notification. Duplicate funding is not permitted (e.g. funds received from different agencies for the same expense). In special circumstances CIRPD will consider requests to retain a portion of the CIRPD grant. The maximum acceptable adjustment will normally be a pro-rated amount to cover the interim period between the grant starting dates.
  17. The grant recipient agrees to submit to CIRPD, a completed Project Outcomes Questionnaire (POQ). The POQ will be mailed to each grant recipient prior to project completion. The POQ must be completed and returned within three months of the end of the grant period.
  18. The CIRPD must also receive a final financial statement, indicating that all expenditures incurred against the grant were consistent with the approved project’s budget, within six months of the end of the funding period. Further requests for funding will not be considered unless the completed POQ and financial statement are received within the allotted time.
  19. Grant recipients must acknowledge the support provided by CIRPD and program sponsors in any publication, presentation, press release, or any other public mention of the project.
  20. Support for a project may be terminated by CIRPD if the grant recipient fails to comply with the conditions of grant or for other substantive reasons.
  21. Should a project be terminated by CIRPD, a financial audit will be conducted to ensure all expenditures were in keeping with the conditions of grant.
  22. A signature is required on the attached waiver agreeing to the return of all funds granted by the conclusion of the project if no manuscripts have been prepared and submitted to a peer-reviewed journal. Appropriate follow-up measures be taken should the manuscript be rejected or returned for revision(s). Funding of the project is contingent upon the return of this waiver. This waiver will be sent to successful applicants for signature.
